Description : Abstract : This raster image data set presents aerial photographs in an orthophotographic rectified format that were acquired April 6, 1998. The aerial photographs cover approximately 120 square miles of the City of Bloomington and surrounding service areas.  The digital orthophotos were created from the digital aerial photos, a digital terrain model, and camera calibration information. Mapping accuracy meets National Map Accuracy Standards for +/-2.5 US feet. Spatial coordinate system is Indiana State Plane West, zone 1302, NAD83. Scale of true display is 1:1200 (100' scale).
Purpose :  The digital orthophotographs were used as a base for updating planimetric and topographic map data for the City of Bloomington Geographic Information System. The orthophotos are accessed by personnel in most City departments for basic applications such as viewing, querying, and map output production.
Supplemental Information : The 1998 orthophoto data layer is a series of TIF images. The  images are tiled according to panel maps to cover the entire photographed area. The panel maps are based on an arbitrary 3000' by 2000' grid system. There are 458 individual digital orthophoto images.

Data and map request forms are available from the Point of Contact. Fees may charged for data distribution in order to recover the costs associated with providing the information in the manner requested. The City of Bloomington reserves the right to refuse a request for inspection or copying of an electronic database if compliance with said request would unreasonably interfere with the ongoing operations of the City by requiring an inordinate diversion of City manpower, materials or equipment use, or would necessitate utilization of an outside contractor.

Native Data Set Environment : City of Bloomington GIS digital orthophoto data is in TIF format. Data is stored on HP-UNIX 10.20 workstations, which are backed up daily onto magnetic tape media. Data is accessible over the City of Bloomington local area network only, but can be exported onto CD-ROM.

Completeness Report : City of Bloomington GIS data coverage extends outward from the Municipal Boundary to include the City of Bloomington Service Area. The 1998 aerial photographs covered a total area of approximately 120 square miles.

The production of orthophotographic rectified images required three components: the unrectified digital image file from scanning the diapositives from the aerial photos, the Digital Terrain Model (DTM) with the same area coverage as the raster images, and information about the camera calibration. With these inputs each digital image is registered to the sensor platform to determine orientation to the ground and remove relief displacement. The DTM, created from terrain breaklines and mass points, was used to create a triangulation file (TTN) using Intergraph's MGE Terrain Modeler. Correction for relief displacement was attained by using image rectifying software (Intergraph's ImageStation Image Rectifier) and the TTN. Individual ortho images were enhanced for optimum brightness, contrast, and sharpness. The images then went through mosaicking (Intergraph's ImageStation Auto Ortho), quality checks, radiometric verification, visual verification, and accuracy and scale checks.

Entity and Attribute Overview : Each picture element (pixel) contains an 8-bit gray-scale image brightness value in the range of 0-255. A value of 0 represents the color of black. A value of 255 represents the color of white. All values inbetween 0 and 255 represent shades of gray varying from black to white. Areas where data is incomplete (due to lack of elevation data, gaps, etc.) are represented with a value of 0.

Fees : City of Bloomington Ordinance 01-10 establishes the providing of electronic maps and enhanced access to City databases. Fees are set forth in the Schedule of Electronic Data Fees. Fees are intended to recover costs associated with providing the information in the manner requested, including costs of labor, materials, and equipment.
Ordering Instructions : Contact the City of Bloomington for an electronic data order form. Specify the file format and medium requested. Technical Prerequisites : Consumer needs to have a Geographic Information System or raster data viewer capable of importing or viewing TIFF files. A GIS is required to overlay vector data and make use of the geographical positional referencing of the ortho images. Consumer should be able to access the provided data by ftp or email attachment, or on 4mm tape, 3.5in disc, or CD-ROM.
